Public comments open on USMCA
Written by Stephanie Ritenbaugh
Public comments are open on the USMCA to offer feedback on how the agreement is functioning.
USMCA is the deal between the U.S., Mexico, and Canada that was struck during President Trump’s first term to replace NAFTA.
Today’s uncertain trade environment features a mix of tariffs on products moving among those three nations, as well as products that are exempt from tariffs that fall instead under the existing USMCA. For example, Section 232 provisions aimed at passenger vehicles and their auto parts allow for a USMCA-compliant content threshold; however, recent tariffs on commercial vehicles specifically cite the aluminum content contained must have been poured and melted in the U.S.
The Office of the U.S. Trade Representative is accepting public comments through Nov. 1. This is ahead of a public hearing Nov. 17. A joint review of USMCA is scheduled for July 1, 2026.
According to the notice, the focus for public comments includes, but is not limited to:
- Any aspect of the operation or implementation of the USMCA;
- Any issues of compliance with the agreement;
- Recommendations for specific actions that trade representative should propose ahead of the joint review;
- Factors affecting the investment climate in North America and in each country;
- Strategies for strengthening North American economic security and competitiveness.
